After confirming with an experienced mechanic and a technical manager of subaru dealer, the flashing light indicates that the security system of the vehicle is activated and is in active, which interrupts the starter. You can even set your car to “remember” the last state of your start/stop system, which is by default deactivated — turn the system off (via the button in your car) and it will remain off even after you turn your ignition off and back on again.
